Alternatively, can purchase a WYSIWG editor and create your own files. The Industry Standard is Adobe Creative Suite C3 which is over $1,000 to purchase. However, you can get 90% of the functionality for 10% of the price by using Namo Web Editor Professional or Coffee Cup HTML Editor.
